South Mooney's New Arrivals Are Mostly Moving Into Old Buildings

October 22, 2026

On September 3, a truck finished a 550-mile trip from Phoenix and set down an 875-square-foot coffee stand at 3627 S. Mooney Blvd. Russo Modular built it in Arizona, along with 800 square feet of canopy, according to the Visalia Times-Delta. It will be Visalia's first 7 Brew. The lot under it belonged to the old Cask 'n Cleaver steakhouse.

That pattern holds across the busiest shopping road in town. Most of this year's new names on South Mooney Boulevard are moving into space another business left behind. Goodwill now sells secondhand goods in a former fabric store, Flame Broiler is remodeling an old pizza place, and a children's play space has claimed an empty clothing store inside the mall. The only real ground-up building is at the far south end, near Visalia Parkway, and the businesses there won't open on the same schedule.

Goodwill moved south and doubled its floor

The biggest of these moves is already open. Goodwill Industries of San Joaquin Valley left its building at 2240 S. Mooney Blvd., across from Visalia Mall. It moved down the road into the former Joann Fabrics in the Sequoia Plaza shopping center, according to The Sun-Gazette.

KSEE/KGPE reported that the store at 3920 S. Mooney Blvd. was set to open Friday, Aug. 28. The sales floor is 13,000 square feet, up from 6,500 at the old building. Goodwill SJV chief executive Denise Ost told the station it's "the largest San Joaquin Valley Goodwill in our company history." The station put the gain at 10 new permanent jobs. It said the site will support more than 120 people in Goodwill's job training and employment programs. A separate donation and collection site is planned for later and would add five more jobs. The store is open 10 a.m. to 8 p.m. every day. News reports give the address as 3920 S. Mooney Blvd., but Goodwill's own store locations page lists 3930. Both point to the former Joann building in Sequoia Plaza.

For anyone who drops off donations, the main change is location. The drop-off is now in the Sequoia Plaza lot, well south of the mall.

Three restaurant buildings get new tenants

Fast-food chains reuse buildings all the time, but South Mooney has three of these projects going at once, all in former restaurant buildings.

7 Brew at 3627 S. Mooney is the Cask 'n Cleaver site near Dick's Sporting Goods. The Times-Delta reports that the company plans more Visalia locations after this one. The stand is in place, but the paper's latest estimate is an opening "late this year or early next year."

Flame Broiler is remodeling the former Pieology building on South Mooney, according to The Sun-Gazette's August 11 report. The report gave no opening date.

Farmer Boys opened its first Visalia location on May 4 at 4410 S. Mooney Blvd. Hours are 6 a.m. to 10 p.m. Monday through Thursday, 6 a.m. to 11 p.m. Friday and Saturday, and 7 a.m. to 10 p.m. Sunday. Its address puts it close to the newer development at the south end, which is where the pattern changes.

Here's the whole corridor, listed from north to south by street number:

Address on S. Mooney Previous tenant New tenant Status as of mid-October 2026
2240 Goodwill No new tenant reported Goodwill moved out
Visalia Mall, former Forever 21 Forever 21 Candeeland Listed as "Coming Soon"
3627 Cask 'n Cleaver 7 Brew Building set Sept. 3, opening late 2026 or early 2027
3920 or 3930, Sequoia Plaza Joann Fabrics Goodwill Open, scheduled to open Aug. 28
Former Pieology Pieology Flame Broiler Remodeling, no date
4410 None reported Farmer Boys Open since May 4
4545 None, new construction Sam's Club and fuel station "Coming," no date
Sam's Club center None, new construction Chick-fil-A Construction trailer permitted, 2027

Ground-up construction is at the south end

Near Visalia Parkway, South Mooney stops reusing old buildings and starts building new ones. Sam's Club lists its Visalia club at 4545 S. Mooney Blvd. as "coming" on its official club page. The project was first announced in 2024, according to the Times-Delta. A Times-Delta report from July said the club will have a 28-pump fueling station next door. USA Today's September roundup of Sam's Club openings listed Visalia among the 2026 openings but gave no date.

Chick-fil-A is going into the same center. The Sun-Gazette reported on September 17 that the contractor had a permit to put a construction trailer on the site. The restaurant will be a double drive-thru, and construction on the Sam's Club gas station was "well underway." The Times-Delta puts the Visalia Chick-fil-A opening in 2027. Until then, the closest one is at 2977 Market Drive in Tulare, which opened in May as the county's first.

So the only brand-new buildings on the corridor are clustered together at its southern end. Everything farther north is a new tenant in an existing building.

Inside the mall, an old storefront gets a new use

Visalia Mall is doing the same thing indoors. Plans are moving ahead for Candeeland, a children's play space, in the former Forever 21. The Times-Delta describes it as climbing, jumping and crawling areas, a café for kids and adults, a candy store and a party room. The mall's directory still lists it as "Coming Soon." A May business update published by The Sun-Gazette said it would open at the beginning of 2027.

Earlier this year, Miniso opened in the mall on Jan. 24. It sells toys, collectibles, beauty products, home goods and snacks, along with licensed lines like Sanrio, Disney and Peanuts. The mall is bringing in kids' play space and gift shops, and the new food and drink spots are going in along the street outside.

What's empty now

When a business moves, it leaves an empty building behind. The clearest one on South Mooney is the old Goodwill at 2240, across from the mall, which The Sun-Gazette called the "now-former" building in August. No new tenant has been reported.

A few minutes away, Tahoe Joe's at 4015 W. Caldwell Ave. closed on Sept. 21, 2026, as part of a chain that shut down 10 locations, TheStreet reported. KSEE reported that the chain had not recovered from business losses during the COVID years. The Business Journal also covered the closure. That's another restaurant building on the south side waiting for its next tenant.

These buildings have refilled in recent years. Cask 'n Cleaver became 7 Brew, Pieology is becoming Flame Broiler, and Joann became Goodwill. Each move frees up one building and fills another.

Dates to watch through early 2027

For anyone planning errands or a first visit:

  • Open now: Goodwill in the former Joann in Sequoia Plaza, open daily 10 a.m. to 8 p.m., and Farmer Boys at 4410 S. Mooney.
  • Building in place, no date: 7 Brew at 3627 S. Mooney, expected late 2026 or early 2027.
  • Remodeling, no date: Flame Broiler in the former Pieology.
  • Under construction, no date: the Sam's Club warehouse at 4545 S. Mooney and its 28-pump fuel station.
  • 2027: Chick-fil-A in the Sam's Club center and Candeeland inside Visalia Mall.
